This listing is for an INCREDIBLY RARE 1964 John F. Kennedy commemorative first day of issue postal cover signed by former Director of the Central Intelligence Agency (CIA), Richard Helms, now deceased. Richard McGarrah Helms (March 30, 1913 - October 23, 2002) served as the United States Director of Central Intelligence (DCI) from June 1966 until February 1973. Helms began intelligence work with the Office of Strategic Services during World War II. Following the 1947 creation of the Central Intelligence Agency (CIA) he rose in its ranks during the Truman, Eisenhower, and Kennedy administrations. Helms then served as DCI under Presidents Johnson and Nixon. At the time of the assassination of President John F. Kennedy on November 22, 1963, Helms was the Deputy Director for Plans (DDP) for the CIA. In this capacity, Helms was specifically tasked in the development of "truth serum" and other "mind control" drugs per the CIA's controversial Project MKUltra.
Helms was also assigned to manage the CIA's role in President Kennedy's multi-agency effort to dislodge Castro during the Cuban Missile Crisis. After the 1963 coup in South Vietnam, Helms was privy to Kennedy's anguish over the killing of President Diem. A month later Kennedy was assassinated. Helms eventually worked to manage the CIA's complicated response during its subsequent investigation by the Warren Commission. Helms has been the subject of many conspiracy theories surrounding the assassination of President Kennedy for decades because of his attempted cover-up of many facts pertaining to Lee Harvey Oswald, more specifically, Oswald's trip to Mexico City prior to the assassination of JFK.
